Governor says final full-year budget of his administration focuses on human development, infrastructure and inclusive growth

Lagos State Governor, Babajide Sanwo-Olu, on Tuesday presented the 2026 Appropriation Bill to the Lagos State House of Assembly, describing it as a defining moment in the life of his administration.

The governor said the proposal—tagged Budget of Shared Prosperity—totals ₦4.237 trillion, backed by a projected revenue of ₦3.994 trillion. The remaining ₦243.33 billion financing gap, he assured, would be “managed responsibly”.

“This moment is very meaningful. It is the final full-year budget of our administration, and it reminds me of the journey we have taken together and the future we are still building for every Lagosian,” Mr Sanwo-Olu said.

He noted that the budget is designed to “make life better for Lagosians,” deepen access to essential services, strengthen state systems, complete key infrastructure and expand the reach of the government’s prosperity agenda.

According to the governor, the progress achieved in 2025 across education, healthcare, transportation, housing, technology, the environment and public safety forms the backbone of the 2026 proposal.

Four Strategic Pillars

Mr Sanwo-Olu explained that the budget aligns with the administration’s evolved THEMES+ agenda and is built on four core pillars:

1. Human-Centred Lagos
The governor said allocations reflect a deliberate focus on human development.

  • Education: ₦249.13 billion
  • Health: ₦338.45 billion
  • Social Protection: ₦70.02 billion

2. Modern, Integrated Infrastructure
He said government’s emphasis is on connecting infrastructure—roads, rail, waterways, power and digital assets—to work seamlessly.

  • Economic Affairs (transport, works, infrastructure): ₦1.372 trillion

3. Thriving, Competitive Economy
The budget provides support for MSMEs, startups, agribusiness, manufacturing, tourism and the creative sector.

  • Environment: ₦235.96 billion
  • Recreation: ₦54.682 billion

4. Effective Governance
Mr Sanwo-Olu emphasised that good governance underpins the state’s development strategy.

  • General Public Services: ₦847.47 billion
  • Public Order and Safety: ₦147.04 billion

Of the total package, ₦2.185 trillion is earmarked for capital projects, while ₦2.052 trillion is devoted to recurrent expenditure.

As his administration enters its final full year, the governor restated his commitment “to keep Lagos secure, to keep Lagos working, and to ensure that growth and prosperity touch every resident.”

He expressed gratitude to the Lagos State House of Assembly, the civil service, party leadership and residents of the state. “Your support and your expectations guide everything we do,” he said.

“Together, we will continue building a Lagos that is safer, cleaner, more prosperous, and more inclusive than ever before. Thank you, Lagos. Let’s keep moving forward.”
